Hate speech

Today we have begun to notice that the way in which people communicate between one another, strangers, and have therefore put some new laws in place to help officers regulate the way in which people speak to them as well as to one another. These laws are simply relating to hate speech and no more, we also are going to lightly enforce these laws due to them not being as bad as something like murder. I have not added another section for them as they fall nicely under law 14.16 (They have been listed from law 14.16.1 -> 14.16.5) and can be found below.
